The make is not directedly related to flow or noise. Delta makes all sorts of OEM PSU and fans, only the ones OCN sees more often are the server fans which are designed to run in datacentres where noise is not an issue. Not to mention the same design or even the same motor can be adjusted at run at certain current for different effects

This is very true, i acquired 2 Deltas that run at 53db and 153CFM from 2 old dell parts boxes that were being thrown away, they had server PSUs in them and 1 fan each. sadly hey were 2 pin so idk if ill be able to control them or not. But it just goes with what Laforet said about the servers and datacenters, they use the big fans that you find people on OCN using in those types of prebuilt systems.

IMO the quietness of dell systems comes from the BTX form factor, well laid out cases, and lack of fans. The thing about it though is they can get away with it because as others have said, they dont need the cooling that overclockers need since they run stock. They dont need the cooling because they arent producing the heat. Also, almost all Dells have ducted CPU cooling, so that they vent straight out the back of the case thus removing significant amounts of what would have been ambient heat. This allows for them to not need as many case fans and thus having no other fans or else just 1.

Dell also has Quiet Kits, I believe they use massive heatsinks and small fans to make systems even quieter (only on Optiplex 960)

shoot i dunno what dells you guys are messing with but my parents dell sounds like a jet taking off with warm ambients or when they are actually doing something that requires speedstep to up the voltage...

They are just underclocked @ idle and that allows the fan(s) to be ran really slow.

I rebuilt/programmed 12 broke down Optiplex machines for a adult education class and managed to make 11 complete rigs without buying anything ( few old ram i had lying around maybe)

These things were pretty quiet, 2 fans, huge heatsink, and a large shroud that directed the heat from the heatsink directly to the back wall fan. The box was built very nice with slide levers to remove every part of the beauty trim... sadly the fastest one was 900Mhz.

I have more then half a dozen fans in my sig. the noise isn't that bad, just a constant relaxing hum and mood lighting..
