I tried to make a custom PC as quiet as possible, buying all the best silent cooling fans and reconfiging the fan so that they come on only as their component gets hot enough. The result was still not as quiet as the Dell computers I have with similar performances.
Is it because they engineer the noise control better when they design their PCs? |

Well most Dell computers probably only have 2 fans. One on the CPU and one in the rear of the case. Also I'm sure most are pretty small, low efficiency fans.

Well, what parts did you buy? If you are really serious about silence, it is possible to build a computer that is completely passive, so really no noise at all.

Most of the Dell rigs I've seen have one 80mm fan that first pulls air through the CPU heatsink with a shroud, then out the back and some have a second 80mm exhaust in the PSU

Dell computers are silent because they are made to idle at 100c with the "fan" maxed out, therefore buying more computers more often.
Also if you are looking for super silent try and find passive everything so like GPU, CPU, NB, SB, PSU.

dell computers are quiet because the fan(s) dont run at the max 12v unless the ambient temp is in like the 80 or 90F

Dell computers, at least the oldish dimension ones, have only two fans: one 92mm cpu fan and one 80mm fan in the psu. There aren't any case fans.

They are so silent because they move almost no air. If you want silent go for passive cooling, or WC, if your budget allows it.

No video card or a passively cooled one have a lot to do with it. The front fan on their BTX cases is surrounded by a duct which keeps noise down as well.

Buy a few 120mm fans that run at about 1000 rpms or lower like a S-FLEX E or Gentle Typhoon. Those should be really quiet and have decent cooling for a non-OC setup. Also get an aftermaket CPU cooler because stock heatsink/fans are loud.
