I'm pretty sure this was only mentioned in the SP3 posts.

As I see it, MS has gotten desperate enough for browser coverage to support pirates using it so that they will have more people using their browser. Which really is a good move, it's not like anyone who pirated XP is just going to go out and buy it for IE7, they are more likely to just use firefox. No sense in MS denying that alot of people do pirate the OS.
