DirectX 10 for Windows XP was cancelled a loong time ago. Notice how the date on that article is July of last year.

if I remember right with the project I saw regarding directx10 on xp is it wasn't true dx10 but rather an emulated version of it so to speak. it took directx10 commands and then hooked them up with their directx9 equivs and displayed them from there. at least this is an article I saw about it a bit ago and I do remember they made a comparison to quake with this as well when using the direct3d wrapper they used to make that work.
