I'll give you inconsistent training, I'll give you incompetent's, but malicious it is not. Its someone not being trained on how to properly diagnose something, and being told also to limit the amount of free work preformed to 5 minuets.

They are in the wrong ultimately because they should have the humility to recognize they may need a second opinion from someone else, who may be able to train them and get the right diagnosis.
