Uh, DARPA designed the internet. DefenseAdvancedResearchProjectsAdministration. They are the a big player of the Military-Industrial Complex - some of their stuff we know about , most no so much. If what we know about their work is any indication, what we don't know could probably literally end the world.

DARPA is helping the NSA build ever better systems specifically for snooping on the web - it's rumored that they have every web page, every email, every instant message, all of it. It's also rumored that they have absolutely no way to effectively mine all of that data, which is why the freedom movement is looking at AI researchers with such contempt.
