Seems that it could be a reasonable plan, I didn't follow a link but did it say something about what is defined as "strike worthy piracy"? A few songs here and there should not be punishable, but I can see a strike being awarded for massive uploading and downloading of files.

After the third strike, are you simply cut off from your current IP? Are parents held accountable for the piracy that their children commit? Are you blacklisted by the local ISPs for the year, as in all of them and you receive no service?

This seems plausible if you were to fix the kinks in it, but as it stands doesn't seem a good plan.

Also, photoshop is way too much, GIMP != pirating photoshop as it is a open source alternative.

Uhh, the only way they would be able to do that is by monitoring what you are doing on the internet, which is illegal in the US. No doubt it will happen anyway though.
