Rogers recently forced everyone (or atleast everyone I know with Rogers cable) to upgrade to a new modem. I thought they may be switching to a newer version of DOCSIS, but my speeds didn't change at all. Could this modem switch have anything to do with this?

Very easy solution to all users:
Use OpenDNS resolvers or other Open/Free DNS servers.

I used to use Rogers until they started dicking around with my bandwidth.

I'd go from a 5mbit connection to 2mbit so enough was enough.

Now I go with "Look Communications" it's ADSL 5mbit (they rent Bells lines) and have never looked back.

I like how they specifically mention Google, as if they specifically messed with Google somehow. This would happen even for example.yourmom.com, so I don't see why they have to mention Google. Well, I see why (make it more interesting), but it's dishonest to be sure.

Nice! I just started using it.

The topic of this thread doesn't apply to me, but I figured I'd rather not let my ISP have control over such things. OpenDNS is faster too.

This is retarded. They merely replaced it with a search engine, which is what most browsers do by default anyway.
