Tazers don't kill. Only the fall can cause damage. Trust me, I know. I was tazed as part of my certification. These things save lives. The 50,000 Volts that are delivered are only delivered in something like .0038 Amps (that number could possibly be wrong, I don't feel like getting the exact number right now). That and the only affected area is the skin and muscles just below it. It has absolutely no effect on pacemakers or the central capillary system, and the shock does not penetrate more than a 2 inch arc. Hearts are safe. Don't go spouting off about cops like that without having your facts straight first.
