I get throttled for about 14 hours of the day.
From 20mb down to 2mb.. Comcast customers have it easy.

Dang it, I am on their 750kbps or 1 mbps plan, and this is going to suck for downloading anything (I get 120 kByte /s download).

Why is it smoking?

How accurate is their detection? Say you're watching a streaming Netflix movie...it peaks your connection for a couple of minutes, then drops off, then picks back up as the buffer empties. Is this enough to get you throttled?
It's retarded either way. The web is requiring more bandwidth every day, and clowns like these decide now is the time to restrict it? It's time for people to start shopping for smaller ISP's. My wireless isn't the fastest (1 meg both ways), and it's relatively expensive ($50/month), but I could leave utorrent open all day every day with a massive seed/dl list and my ISP wouldn't do a thing about it. They actually advertise unlimited usage, and they stand by it. Tell Comcast/Time Warner/Charter to take a hike, and vote with your wallet.

Yeah, sounds exactly right, I've been noticing this for a while. Downloads are usually fast for a few minutes, and then slow down drastically.
