Our government should be a completely free ISP. Imagine the jobs this would create in today's economy.

As for the bandwidth cap, here is what I think is appropriate:

if your download speed is 1Mbit or lower: 20GB/month
1Mbit - 3Mbit : 50GB/month
3Mbit - 5Mbit - 100 GB/month
5Mbit - 10Mbit - 150GB/month

anything over that should get a general cap of 200GB. Perfect so that casual users and high bandwidth users alike can download and upload whatever they please with great flexibility.

Im already paying $70 a month for sprint wireless broadband that has a 5 gig limit....this is the only high speed option for me. Its either $70 for 148kbps download or $30 for 2kbps download with AOL

I actually managed to pass our 250GB\mo cap from comcast. From heavy downloading\uploading on my part (yes, torrents, along with many GB of legal uploads, mostly HD video game gameplays), montage downloads, and internet browsing... I do nearly 80GB\mo of completely legal downloads, and I don't download games or movies like that.
