I say they just don't include anything. It will only take a few days until the thousands of complaints about not having a browser make the EU adjust their law.
Though the first think I do after a format is install firefox, I know a bunch of non power users who are completely happy with IE8.
I just don't understand why they feel the need to go on this power trip.

Not a vast majority of PC users have their own. Maybe you mean majority of the users who live in a first world country? I live in California and I know some people who doesn't have a PC and is planning to buy one.

So if there are people in the US who doesn't own a computer, it's also possible in Europe.

Yes, but that's just for you. You really have to see the bigger picture here.

Not all customers of W7 are going to have the install files of Firefox at hand after completing a fresh install of the operating system.

The only work around that I can see at the moment is that they promote Vista as much as possible and then use W7 as some sort of expansion pack. That way when people get Vista (because of no claims being made against it), being can simply upgrade and reserve the installation of Internet Explorer 8

Or maybe they just like pretending to fight big companies.

Either way this was a pretty damn stupid choice on their part.
