I think that the EU view on the term monopoly is flawed. When I think of a monopoly as being illegal, I envision a company buying up competitors in their field forcing consumers to choose between a controlled amount of products.
__________________When there are multiple competitors each making their own product and one of the companies product (IE) has a higher market share due to no other reason than more people choosing to use it (which is the situation now), then I don't consider that an illegal monopoly.

Windows' built in FTP browser is also powered by IE 8 so that's only going to cause problems. As for going around it and using a flash drive to add your own browser, by all means, do so; try not to forget however that not entirely everyone is going to have the ability to pull that off. Not everyone is going to have a second computer or access to another machine with a broadband connection in order to get hold of a copy of such a third-party browser. People really should start taking into consideration as to how much of a problem this really is. For me, it's just a little hard to believe Microsoft will fall into such bull****. I'm hoping that as of right now, their best lawyers are in the process of figuring this out.

I say develop a very stripped-down open-source browser that works for say...3 months, with the homepage always being a website reminding you to download a browser, and having links to some of the more popular ones (IE8, FF, Chrome, Opera). That would be my solution.
Also, don't include flash or javascript support in the browser by default, so they will feel compelled to download a new operating system.

Surely, the solution to this issue is for MS to provide a range of browsers, such as IE8, FF and Opera, or whatever will make the EU happy. True, this will take up a little bit of extra space on the disk, but I'm sure they could easily be stripped down to save space, then whichever browser(s) the user chooses, is re-built via windows update.
