Maybe give them a little server that you can submit your browser to. Then have an app to allow you to browse it and pick a browser to download.

Is this as a whole browser sort of thing or just no IE allowed? If not, just strike up some kind of deal with Google, isn't Chromium open source?

it's a good plan that, but then bundling Firefox / Chrome with Windows could really impact IE's marketshare and it's not likely they want to do that
the EU fails here though
