I'm sure having to recode portions of the OS for the required removal by the EU of Internet Explorer doesn't have anything to do with it. They could have just mandated multiple browser installations be included with Windows and would have solved their "problem" just fine. Instead, they made MS remove IE altogether.

I'm fairly sure IE and windows explorer share a good bit of code. It's fairly impossible to uninstall IE in Windows for a reason.

It costs more money to recode OS's

You really do need to blame the European Union. They didn't simply say MS could add the other browsers, They forced MS to remove IE all together. Which means recording the OS, since Microsoft explorer, which if you don't know, is what your computer uses for indexing and such, is run off IE code. So don't go blaming MS for doing this simply because they are mad.

Except for the majority of countries has an import tax on software, hardware and various other parts. Not to mention if you somehow do decide to purposefully "mislabel" the package, ie. by claiming it's clothes and not computer software, you can get arrested and face a huge fine.
