How can it cost 1 billion? How the heck do you measure piracy? Loss of possible sales? Most people who pirate either don't have the money to purchase it, or they find the software isn't worth purchasing.

see whats been downloaded and how many times
put a figure on it by checking the price of the product
and times it by that

when you make a song
and it gets played on to the radio and you are not paid royalty
it means u r not paid for what u worked for there for you have lost money
so yes money is lost

Probably something along the lines of measuring total downloads of certain torrents and multiplying it by the cost of a license for said software. There's obviously some estimation, and further calculation here. People can project any value they want.
