Bootable is better.

Not always, not if it isn't multi-threaded.

Multithreading has no bearing on RAM. All RAM access is serialized.

What does multi-threaded have to do with memory testing?
The OS uses memory. This application cannot test the memory that is currently held by the OS.

Precisely.
Who cares if its multi-threaded if the test is to stress memory. The point of memtest is to make sure the memory doesn't corrupt anything, booting to windows completely defeats that purpose. Take it from some one who has twice corrupted MBR's and nearly lost tons of data, when unsure of memory stability, stay out of the OS!
