What is a "Beta" version if it's not a "Test Build"?

My understanding of Beta is just for people to test and submit feedback for what needs improvement. I'm confused.

what is wrong with firefox 3.5.3 ? it has a very slow repsonding time. takes forever to load a page. i hope they fix it on this version.

3.6 feels only slightly faster. and i don't see any big differences yet.
