Default [Wired] Vulnerablity Scan of the Internet

The research project, devised by Columbia University grad student Ang Cui at the university’s Intrusion Detection Systems Laboratory, involves scanning networks belonging to the largest internet service providers in North America, Europe and Asia. The lab is sponsored by the Defense Advance Research Projects Agency (Darpa), the Department of Homeland Security and other federal agencies.

there are only 2729 linksys routers in the US? wat? define publicly accessible. internet cafes? in that case i could get it, but still, seems like a very low number even then.

So is this talking about routers just accessible through the internet like from me to you? Or are these vulnerabilities talking about wireless routers that are not password-protected? I've always been curious if, for example, someone from here could attack my internet and hack my computer from your house, or it would take someone in my driveway with a laptop and some skills.
