Default [Yahoo/AP] EU agrees on new Internet user rights

Quote:
lawmakers and governments agreed on new rights for Internet users Thursday, aiming to protect them from arbitrary crackdowns on those who illegally download music and movies on the Internet.

EU Telecoms Commissioner Viviane Reding said a deal was reached after EU governments agreed to EU parliament demands to balance measures against illegal downloaders with a broader set of rights for telecom users.

Looks like a great victory to me! Between this an Net Neutrality the internet looks better.

They're going to have to watch that fine line between protecting people from "arbitrary crackdowns" and supporting piracy

Under the guarantee, national authorities will only be able to cut off Internet services if they have proof that a user was downloading illegal copies of movies or music files, ensuring that users are presumed innocent.
So they can still do it. In the USA, an IP address is not a personally identifiable piece of information. But I don't know if any EU countries have any similar laws.

It's still an improvement over what the MAFIAA was lobbying for, i.e. cutoffs based on mere accusation, from them no less.

Basically, your IP doesn't link to you. It just links to your router. It is assumed that there can be several users behind one IP, even behind one computer.
