Wrong. Government is made in the imagine its creators want it to be. For example, if 100 people and I were to seize power, I would be a dictator. If a bunch of people overthrew me and decided to do everything by democracy, it would be democratic... etc etc. The function of government is to sustain itself AND its people, and it usually takes the first of the two veryyyyyyyyyy seriously--people can sustain themselves usually. Anyways, meh.
