Talking Sound Problems: Card Shortcoming?

Currently I am running the system in my signature, which has a SupremeFXX II onboard sound. I have run several games on it since I built it (Crysis, Bioshock, etc) and have not noticed any significany recently one game that is acting up is Oblivion. I found several posts on this online but really the only solution seems to be to update the sound drivers (which I am pretty sure I did successfully) and reduce the sound quality by disabling music and such in the .ini files. Is this a shortcoming of the onboard sound? If so, what sources of information would you recommend reading on soundcards and such? Also, I like to have a pretty solid gaming experience so a speaker setup may be in my near future so provide sources of info on that too please.
