Decent budget build under 400$ (including OS)

Thread Starter
My friend asked me to build him a pc that can handle music movies and web browsing, simples stuff.
He wants to use it as an HTPC on his tv (likely 1080p)

His budget is 400$ including the operating system. (Canadian dollars)

I was thinking of going with AMD, but im open to intel suggestions.

overclocking capability would be nice for the mobo if it can help give a nice boost to the cpu.

Im open to offers for used goods for the right price and if the seller has a good amount of positive trade rep.

My original idea was to try and squeeze in an athlon x4, but im not sure if that will fit the budget.

can anyone help me out here? The budget is pretty tight

Tough to do that with OS, which typically eats up $50-100. Are you near a microcenter? You can get a RAM/CPU/Mobo AMD combo for $150 there and a cheap mATX case for $25 more.

unfourtunately i dont think i am that would be a great combo for the price, it would give me good headroom to make sure he gets a reliable psu and to stick in a small gpu to make sure vids run smooth + hdmi output.

edit: microcenter is only in USA? im in canada

Hm this is really tempting, i dont think he would need that big of a mobo though.

Hell its quite the impressive combo.
I really wish i could drive, im only 3 hours from toronto =/ (london)

Is the windows 7 unused?
