1st time build!! budget

Hello everyone, I'm new to this new building computer thing. My friend talked me into it. I usually play xbox 360 and ps3 but that got boring. My friend got me into starcraft 2 and i need a computer to play it

all i have is $230 right now, i'll get more on my birthday so any suggestions would help.
My budget is around ~$500. lower is better

i've read up on a lot of the computer basics.
i have a monitor keyboard mice etc. ill be getting win7 from a friend.
i just need a cpu,case,motherboard,ram, power,video card, hard drive, and optical drive.

I was thinking a dual core? is that good enough for gaming?

i'm new to this so i don't think i'll need to overclock. As long as it can help me run starcraft 2 and other fps games at the the best settings without lag.

With that budget you are not going to be able to run anything within the last few years at max settings :/
EDIT:
Sorry if this seems pessimistic. The below build looks good.
If you live near a microcenter there are usually good deals on CPU + mobo combos, especially AMD CPUs, that could save you quite a bit. Youll want A good GPU for FPS games, but Starcraft is a more CPU oriented game. Id say make a decision here which genre you want to go for.

actually you could get something decent,i got my computer for around 650$,but parts are much more expensive in Israel,but with that budget,i don't think you will be able to run most new games at max settings without lag.can you tell me where you're buying from so i can check the price?

newegg and tigerdirect but tigerdirect ships without tax to my state. so that could help cost wise.
