P S U diagnose

Well I am in kenya and most houses here seem to be wired very bad most don't even have ground, so i have been running my pc on a house like this (i have no choice) and while its not grounded my case if touched can shock a bit i usually thought this was because the case was playing ground, so a few days a go i ran the pc case less and when i tuned it on the fans work and all the drives spin, but it doesn't even get to bios. I have had the cpu,ram,mobo tested and i did the test on the psu where u bypass the green on/ wire to the ground and the fan spun up, i have no multi meter to check the rails tho. what do you guys think could be the problem?

Try putting it back into the case and see if it works again? Cases do in fact act as a ground for computer systems, and having no set ground is a terrible idea, although if it's building up a charge that's not good either.
