Let me try to better explain.

3.4 without turbo, 3.5 with turbo on. The 2600K defaults to 3.5GHz when all four cores are active, 3.6 when three cores are active, 3.7 when two cores are active and 3.8 when one core is active.

Check if Turbo is enabled in the BIOS like I said earlier. Also, load up Prime95 Blend. I'm 99% sure when you run P95 Blend with an i7 it takes all the cores and acts as one "physical" core.

Also, Intel Speedstep keeps your processor running at 1600Mhz at idle clocks. Unless you disable Intel Speedstep which I highly do not recommend, you won't run at a constant 3.4Ghz. That's why you're not at a constant 3.4Ghz, since 3.8Ghz with Turbo is the "max" default core clock.

set turbo to all cores should make it run 3.8ghz on all cores when running blend. wen you run blend its stressing all cores not just one thats why its going to 3.5 or 3.4. but wen you run a single thread app itll boost it to 3.8ghz
