Enable unofficial overclocking. You have to change the config file manually as well as the properties in AB.

Open MSIAfterburner.cfg in the afterburner folder and find:

UnofficialOverclockingEULA=
UnofficialOverclockingMode= 0

Edit it to:

UnofficialOverclockingEULA= I confirm that I am aware of unofficial overclocking limitations and fully understand that MSI will not provide me any support on it
UnofficialOverclockingMode= 1

In addition to that, you have to open the Properties while in Afterburner and check "Enable Unofficial Overclock". Or something like that. It's in the options.
EDIT: ^ That is for unlocking voltage only, not unofficial overclocking. Same procedure, just change voltage control and monitoring both to 1 in the cfg.

I'm not an expert on amd gpus, but I'm looking to buy a 6950 and for what I read 1.3v is WAY to much voltage...

I think 1.3V is the max and i wouldn't go that high on air . You should keep checking its temp, the twin frorz II runs pretty cool compare to reference already.
