Amd 1090t x6 not running at stock frequency

Hello everyone, Here is my set up: 1090t x6, 850w psu, crosshair iv formula, 60gb SSd, coolermaster hyper n520 CPU heatsink. I have many questions.

My CPU was running at stock frequency before I overclocked my system to 3.8ghz, I decided to drop it back down to stock 3.2. After I reinstalled windows I re updated the bios to 1905 (not sure if that's correct) but after looking at CPUz and speccy and pc probe II my frequency is now 3.212.8 ghz. Is this normal? When I had turbo core feature on the frequency would go between 3.2-3.6ghz.

Does anyone have close to the same setup that could tell me of this is normal to have 3.212.8 as stock. If anything I could just RMA this CPU. Also when I look into CPUz the wattage is 126 but the normal is 125w. Idk I'm very frustrated right now never had any problems.

I failed to ask if there was a program that can test my CPU if it's running correctly or stable. Will wei tell me if my processor is running good. I ran it before I noticed the change in frequency and I got a 7.5.

Turn turbo core and Cool'n'Quiet off if you are overclocking. Then with the 1090T just bump up the multi to 19x if you want 3.8Ghz, leave the rest. Don't forget to bump the northbridge to 12x for a good performance boost!
If you want to overclock further from there I highly suggest you read up some overclocking guides here on OCN about AMD overclocking

First, you should never use a utility (TurboV) to OC it's usually overvolts and is rarely stable.
Always OC from the bios. Here's a very good thread http://www.overclock.net/amd-general...ing-guide.html it will give you the "How To" OC plus give you a very good path to follow.

Myself I run the 1304 bios, but there's nothing wrong with the 1902.
To reset the bios to stock use the button on the IO panel page 2-28 item #6 in the manual.
I'm sure your CPU is fine, just needs a little attention is all.
If you're looking to test your CPU run prime95, if there are any problems it won't take long to find them.

If you have any more questions check the link in my sig where you can add yourself to the members list, view what others are running for settings (just for reference) and below the spread sheets there's also several links that may help you.

If you want some good basic bios settings to help get you started as to what features to run (LLC, Offset or manual voltage etc) I'd be more than happy to help you. Feel free to PM me! It's much easier to OC after you have just the basics down from the link above, but with just a few changes to your bios like I mentioned it'll be much more fun plus save you a few headaches lol.

Well This is my first gaming rig I've built, I've built many other desktops but nothing to this extent. I just wanted to know if this was a normal thing that happens everyday. Dosnt hurt to ask right? It could be just the programs reading the frequency just above it idk.
