You shouldn't be playing with VSync at all. That's yet another thing that's wrong then.
VSync is ONLY handy when you have a MINIMUM framerate of 60.
If your minimum is 55 (as an example), your framerate will drop to 30. Thus killing half of your frames. If your minimum is 29, you'll drop to 15 FPS.
Obviously your CPU can't give you high minimums. You shouldn't be playing with Vsync on such an old, outdated CPU with a brand new GPU in there.
Again, 266.58 are the best drivers out for Fermi so far.
