GT 220 screen flicker...HELP!

Well to start, Ive got the ECS gt 220 1gb video card. It seems to work fine until I change the resolution to 1080p (using sanyo 42" LCD which should handle it fine) and watch a movie, then everything starts flickering like crazy.. Also when playing fallout 3, even with 720p resolution and medium settings (it WAS playing fine on high settings previously) when I load a game the screen flickers like crazy also! The weird thing is it doesnt always do it... what the heck??!

On 720p resolution, movies play fine and I never have any problems. This is the second card I have got from ECS because I thought the card was the problem. Now Im not so sure... I have the hd 4250 graphics onboard, which reminds me.... even though Im not using the onboard, do i still have to install the drivers for it? I had them installed on my old hard drive but was still having the same problems.

I recently put a fresh win7 64 install on a new hd and have yet to install the onboard drivers as I think I dont need them... could be wrong... any help would be greatly appreciated...just getting to the good part of the game!!
I've tried everything I can think to fix this including reinstalling drivers, installing updated drivers, installing older drivers, changing from HDMI to DVI/to HDMI, and I still get the same thing!

you dont need to install the onboard drivers unless you plan on using onboard video as well.

can you post a screenshot of the utilization of the card while playing high res stuff?
