Just open up the Catalyst Control Center, and there's an option in there (has to be unlocked, I remember that much) to manually adjust clock speeds and fan speed. Ignore the overclocking part (for now), and JUST set the fan to a higher speed.
Don't use MSI Afterburner. It's a great program and all, but I've personally found it very unreliable with fan speeds. When my screensaver kicks on, my fan speeds default to stock...which eventually causes my cards to overheat and crash. So yeah, I don't like MSI AB anymore.

Any power supply on that list (literally) will power your machine with ease, and no worries of blowing up. You could run that machine on a solid 320w unit with ease. So just pick a PSU that's on that list, find it locally (or online in your area), and pick that up. Any unit on that list will work, so it really doesn't matter.
If you REALLY want to give yourself upgrade room (for maybe 6850 crossfire perhaps?), then look into the 600w range.
