I am making a $300 build (mITX only) for my dad and I wanted to know if such a thing exists.

I'd rather get below rather than a CPU/MOBO/GPU board like the Atom board or the Hudson E-350 board as below does meet you're requirement for under $300 and more powerful

ZOTAC 880GITX-A-E - $115
AMD Sempron 140 - $39
Antec ISK 300-65 - $70
G Skill 2x1GB - $28
WD Black 160GB - $45

Total - $297

But if i were you, i'l spend like another $20 for the CPU and get an Athlon II X2 atleast

* AMD Sempron can be unlocked to Athlon II EE chip which is also way better than atom or hudson inwhich the board can do, but chip can be luck of the draw.

And that would be the price performance winner
Much much MUCH better than the Intel Atom for same price

But actually there are many many cheap AMD Brazos boards <$150
Here is a very cheap open box one
Here is an ASRock one for $103 + shipping
