12 inch fan??? That's a 1 foot. I think that looks like a 80mm fan or 90mm fan.

In your case I would really try to use some good glue and glue the broken blade back on. Otherwise you could look for an aftermarket cooler and/or buy the exact same or at least similar fan and mount it on the heatsink.
