you really only need to rough up the paint, but if you want the best of the best, you can take off all of the old paint and use self-etching primer. That'll help the paint stick quite a bit better. although roughing it up does the job just fine.

enamel acrylic is what I use, for brands I like dupli-color and colorplace (both are quite cheap)
