For $500 sure, a water cooling system would be silent. But I could just get a silent air system for much less, and it although it won't look as good or cool my components as much, I don't care about temps just silence.

I also spent $35 on a used GELID ICY vision (new ones go for $60). 26DB max. Silent, but again, there are many more pros to water cooling.
