From what I have read, it depends on the load across cores as to how much Turbo kicks in on a core. I don't know for sure but I just want a consistent OC so I canned Turbo lol

for one, it depends on how many cores are in use, so when prime 95 uses all of them it wont go to 4.5ghz. try superpi.

secondly, when it does go to its maximum turbo frequency its often for less than a second so your read wont catch it.

The turbo on Sandybridge works all the time unlike AMD or previous Intel. Here is how Turbo works for the 2600K:

38x With 1 Core in Use
37x With 2 Cores in Use
36x With 3 Cores in Use
35x With 4 Cores in Use

If you set a manual turbo multiplier in the bios to say 46x... It becomes this:

46x With 1 Core in Use
46x With 2 Cores in Use
46x With 3 Cores in Use
46x With 4 Cores in Use

It overrides all of the stock turbo multipliers with 46 as a fixed one. This is how overclocking was intended on Sandybridge.

By default, no matter what you're doing besides idling Turbo will be in effect and at stock will run at 3.5GHz. Normally if you set the Turbo Ratio in bios to a fixed value it overrides all of the turbo multipliers for everything so regardless of how many cores are in use you get that fixed multiplier rather than a set one depending on each core.

There is, you can set manual turbo ratios depending on how many cores are in use or you can set a fixed turbo multiplier that applies regardless of how many cores in use.

I think your best bet if you don't want your CPU running @ 4.6GHz until you go under load, and don't want to fiddle with Turbo, Turn Turbo off, set your CPU multiplier to 46, and leave EIST on

I agree.

You do not want your cpu running at a constant 4.6 ghz even at idle it is a waste of power which produces more heat.

The turbo kicks in instantly when it is needed and all cores will run at the same speed if you set each individual core to 46 or the same. Goto manual tuning and adjust all 4 cores to 46
