flash both cards back to their own original bios's
believe it or not, it could be the bios's

if it works on stock bios's; SLI that is, then the bios's you flashed on are mis-matching and NCP isn't letting you activate SLI because of that

how do I know? cause I've been through the same thing after flashing a voltage unlock bios on one of my 470's

Have you checked to see if there's any bios updates from Asus for this board? I seem to recall people complaining of this exact issue with some Asus p67 boards about a month ago, not sure if it was your model though.

So, both cards are 'seen' in device manager, and when you check properties they both have the same nV driver versions?

I'm at a bit of a loss ... MrPie's bios idea is worth a try I guess but if they're for sure flashed using the exact same bios file now, that shouldn't be the problem.

If there's no new bios for your mobo available, maybe try this:
1) Uninstall drivers, shut down, remove one card
2) Restart, and if Windows wants to install any drivers for this card, go ahead and let it proceed to do so. Once it's done, install latest forceware using clean install option, shut down, re-install 2nd card
3) Restart, allow windows to install drivers for the 2nd card, and when it's done, reinstall latest forceware drivers on top of the current set (update, not clean install, option), shut down
4) Restart, and hopefully ... PROFIT!!!

If that doesn't work it seems like it must be the board, or a faulty SLI bridge.

You do know that there is no "set SLI" setting in the Nvidia control panel right? To turn on SLI you click the "Maximize 3D performance" checkbox. I'm sure you know that but sometimes its the little things....

Im not too familiar with that board and this may not be of any help to you but I was having issues getting my 470s to be sli enabled on my evga board. It turned out to be my network drivers were causing the issues, once I rolled those back to an older version everything worked like a charm. Again it might not help in your case but it may be something to look into.

Any change you can get another SLI bridge?

Sometimes the SLI bridge can be faulty, which might explain why you see both GPUs but can't get SLI to be active (are the both seen in the nvidia control panel under the configure SLI, physx, surround option?).

You say that both GPUs are being recognized. If you start the system with both GPUs in, no bridge connecting them, and the monitor plugged to the second GPU, do you see any picture?
