Help! Unable to launch any programs from start menu or taskbar in Windows 7!

This is driving me nuts.

I can launch programs from the executable in my program folders, and I can launch them using keyboard shortcuts (hitting "home" launches Chrome for example). However, I can't launch _anything_ from taskbar or the start menu.

I just get the little blue circle, and then nothing happens.

Task manager indicates the exe has launched, allocates 0% runtime to it and then 104k of memory to the process (for all programs; steam, spotify, chrome). There is no entry for the program in the Applications tab of Task Manager.

W-T-F?

I can launch anything for the first 30 seconds of a fresh boot, and then it just goes to hell. I've done a full scan with MSE2 and Malware Bytes, and found nothing. OCCT confirms my OC is still fine.

EDIT: Forgot to say - this happened a week or so ago too, and a reboot fixed it. Not this time though!

No clues anyone? Seriously contemplating a system re-install, which would suck

I've googled it to death as well. Can't find anyone in the entire of the interwebs who's ever had somethign exactly like this.

Exactly the same thing happened to me. I also tried a system restall, no joy - it still happened.

Rebooting allowed it for about 30 seconds and then nothing would open.

Have you installed new gpu drivers?

Turned out to be 11.3/11.4 preview ccc drivers conflicting with my system somehow. I rollecback to 11.2 and works perfectly again. Luckily the actual 11.4 is out and is working perfectly.

Never found any other solution for this problem online... hope it helps.

That's exactly it! You get to use the taskbar for about 30 seconds and then bam, no response. IF a program's already open you can min/max it and use the RMB context menu, but if it's not, no dice.

I'll try the new 11.4 official drivers - thank you very much for replying. Even if if that doesn't help, I'm grateful for the assist.

Unfortunately I've never had this issue so I can't shed an answer. However, I can give you some peace of mind and tell you this doesn't happen to me on 11.2.

Give those a shot if 11.4 don't fix it.

I've been looking for info on this for a while. Our media PC which is Win 7 Home Premium 32 bit, suddenly started behaving strange, where you would click to open applications but nothing would happen. Several times the blue circle would stay on the screen, but generally it wouldn't start anything, including MS mmc boxes.

I have had a look, and noticed that I am using 11.2, so I'm going to upgrade to 11.5 today and see what happens. It takes a day or two for the PC to start misbehaving, or it could be when my wife plays the Sims 3, not sure.

Intel T2300 1.66GHz
2GB memory
ATI 4350 silent
Samsung F3 1TB HDD
