I think this game may actually be coded for 3 cores, and is tapping out those 3 on a regular basis. In which case, the combined usage graph would show that you're spending a lot of time right at the 75% usage level.
And you could also load up the latency monitor and watch for the cpu dirt napping. But you got a good idea. If you ever get your cpu into 100 percent usage your latency is automatically dirt napping not just itself but sound, gpu, network connection. In online games if your cpu dirt naps you are dealing with a dirty/clean algorithym. In other words the network will try to update you on clean connection demanding it get a response. If it goes too long without a response then the client and server must toss out old data and update the location and actions of everyone dirty. This can cause a flurry of activity to batch through your ethernet connection which will stick everything on irq pin down do not disturb.

Alright here heres requested tests/monitors with APB and BC 2. APB being the top, BC2 being the bottom. With about 20 minutes for each. Starting to think maybe it's just APB screwing up. Also both tests have VSync on & off, but I cannot pinpoint on the GPU usage where exactly it happens.

Also I'm gaming at 1920x1080, with stock clock of 3.2ghz on this CPU which is unlocked to a quad.

That's because tf2 has an fps cap of 300. Like i've been saying, with any game that doesn't have vsync or an fps cap turned on, you should be seeing 97-100% gpu usage at all times. If you don't, then you have a cpu bottleneck on your hands.

APB does have a cap at 62fps but most of the time I'm around the low 50's, high 40's. Also vysnc is turned off most of the time.

Don't worry about the latency spike, every system has spikes now and then.

Would you agree with me that Bad Company 2 looks pretty solid? I think so.

APB, or APB+nVidia Drivers more specifically, may need optimizations. You may though, through brute force, experience better performance by pushing the CPU to 3.8~4.0 GHz if possible. 3.6 would be 12.5% increase over 3.2 it may help a bit.

You should still try one or two more games (BC2 is good but it will eat quite a bit of the CPU as well) that aren't super CPU dependent.

You can occasionally get a spike that high when accessing dvd drive I don't think it's any big deal. After I burn dvd I can get it spike and continue to spike for a little bit up to about 9k.

No this is the point I'm making. It's really pretty amazing that anything real time can happen on windows 7. It's a ton better than vista was at the start but it's just a doggy operating system. This unresponsiveness in it leads to all these hassles and the "needs moar cpu" phenomenon. During gameplay your system is bumping up against the 500microsecond line over and over. Your cpu's are all bouncing up against 100 percent usage and gpu's are doing the same thing. Even on graphics engines that try to set a render pace how can they do that sufficiently with the system so unresponsive like that? How can these games be so choppy and have all the choppy rendering problems that GTA IV had when it first came out. This general lagginess and inability to run the code correctly because it's ignoring the time dependant interrupts is causing all these horrilbe game launches and 4 month to 6 months to sort of fix them. Other problems in the video driver stack are probably to blame as well.

I would have to go back to my 233mhz K6 days with agp 1x on windows 98 to get a system that operates at the 100microsec idle area. If you guys will run this and test it on some games you'll find out that the hottest systems you guys run will maybe be able to pull off 80microseconds responsiveness. Some might be able to muster 60 with a really good motherboard running really good drivers and not much installed on system.

Windows 7 is not a fantastic operating system. It's not a good operating system. It's a barely adequate operating system causing more trouble than it's worth for lots of people.

When I look at people hitting 36fps average on furmark when my favorite config a HIS GDDR5 5550 can do 32 fps with 1/2 as many stream processors. When i see people having massive cpu problems with 3.6 ghz cpu when the same things don't even push my machine declocked down to 2250 7.5x cpu multi. Now how much hassle do you think this is going to be to get to run when you are bouncing around between 100 and 500 plus microseconds when my system is ticking away at about 15 microseconds? I set up BC2 just to show you all what I'm talking about though I got the stuck on lookup bug and I killed the patch about 5 hours of mind numbing what are you doing downloading a 400mb patch and punching my cpu for 50 percent the whole time you are doing it.

Windows 7 is a game platform. But the game is let's give people a doggy laggy operating system and watch them buy stuff like mad to try to do anything with it. It's the only thing left to you because you can't control how fast they "barely" get this stuff going while simultaneously peeing off lots of customers.
