You can do that with any top end air or hybrid water, or real water cooling system. The 2500k and 2600k are very easy to OC and can tolerate voltages/heat better than many other CPU's from both Intel and AMD. The inherent fallacy of your recommendation is that you are implying the stock fans on the H70 may
not be sufficient enough making it where the person would have to spend well beyond $96+ (newegg and amazon got it priced for $96) for the H70 and an extra amount for better fans (IE: GT AP-15's or others) to make it work. Say you spend $40+ more just to add 2 AP-15's, that'd make total cost to like $126+ for it. It ends up costing as much as a Antec Kuhler 920 or an entry level Rasa kit.
Or a person can spend less than $90 and get a Silver Arrow or NH-D14 and not have to bother with getting other fans since their stock fans are quiet and do amazingly well with their respective coolers, and those do better than the H70 in all areas EXCEPT for how much space occupied in a case and possibly RAM compatibility.
