Because most of those players probably have never tried 6vs6. Most games I see have extremely poor server selection screens, which results in everyone just selecting the game at the top. However, games such as TF2 have good server selection screens, making browsing the servers easy. There are more 6vs6 servers than 16vs16.
Anywho, I don't have much to say here. Sure, catering to the majority is a good business strategy. HOWEVER; that is also where console ports come from. Where these player limits come from. By suggesting catering to the majority, you are suggesting limiting your own options, because consoles = majority, and developing for the PC is wasted money.
Besides, most people are idiots and don't know the difference between a spamfest and actually good gameplay.
