Yes do the express uninstall, It will remove everything then restart. Reinstall 11.4 choose custom install and install everything. Thats always worked for me.

Just as raw said, uninstall catalyst, make sure to select (express uninstall all ATI software), after you have done so, turn off your pc. Open the case and remove the old card. Once you have done so, put the 6950 and power on your pc, once you get to the home screen install the cd that came with the card or go online (http://support.amd.com/us/gpudownload/Pages/index.aspx) and download the drivers. Also on that page there is a video on how to uninstall your drivers at the bottom of your screen.
