Honestly that looks right, your usage is t 100% and its only 4.2ghz with 4 cores, you really cant expect it to surpass a i7 920 with 8 threads at 4ghz.
Get it to atleast 4.7ghz and you should see 15k PPD according to this
And if you want +10k more then do bigadv with the linux trick.
You do have a good amount of processes going though.
See if you can close down and end some things you are not using, cause when I am folding+web+HFM its about 42 processes running.
