Ok i'm a big noob when it comes to all this, but does the 212+ come with this push and pull? Are there two designs, one push and one pull? Or is the push/pull achieved by adding another fan to it and which fans would that be?

The cooler comes with a single fan, You can mount it in push or pull. Most common set up is to have the fan that comes with the cooler Push air though it. If you add a second fan this is the fan it use's, I found it at microcenter for half that price Mount the R4 blade master on the back of the cooler to pull air though it. A push pull set up on this little cooler can get you 1-2c better temps on avrage. You can use a PWM splitter and use the auto fan controll, or a regular 3 pin Y cable and the fans will run at 100%. the reason you plug both fans into the same power sorce is that they will turn the same RPM's so one fan dosnt mess up the other fans cooling mojo hope this helps you out. those R4's are great cooling fans, I used them in push pull for a while
