Unless the IHS or the heatsink base is REALLY uneven about 2-5C. I've seen some really uneven ones get as much as 10-12C difference, but that is pretty rare. Depending on how uneven the surface is start with 200-400grit and work you way up to 1200 grit. Anything finer than that is merely for aesthetic purposes. That mirror finish you get from spending an extra hour lapping with finer girt paper won't give you any difference in temps over what you'll get with 1200 grit. The mirror finish is just for show, but once you mount the heatsink no one is going to see it so why bother.

And anyone claiming a 25C difference either doesn't know what they are talking about or they are outright lying.

low speed low volts i dropped 12c (3.6ghz on 1.168v) by lapping both my ihs and heatsink but the ihs did have a big low point across it and my heatsink is made by thermalright so it had a big dome.

high speed high volts i dont know as i didnt run any tests before i started but i wouldnt be surprised if it was around 20/25c tbh

i mean i know that without lapping i would not of been able to hit 4.6ghz with it as the temps pushed it over the edge a little over 4.4ghz at stock.

you can spend hours doing it with lots of paper but tbh i would just get some 600/800 and 1500. use the 800 to remove the coating and flatten it then the 1500 to smooth it off, anything more can be counter productive as the tiny grooves @1500 grit adds surface area which improves the ability to transfer heat.

lapping is the best bang for buck way to reduce temps and increase oc head room, idk about dropping resale value because if i was buying a cpu to oc and it was lapped it saves me a job

I try to evaluate the heatsink and cpu before lapping. I lay the heatsink upside down on a table, add a small drop of water right in the centre and then I add a piece of flat window glass to the top. If the water drop expands and covers the whole surface, I think it must be fine.

I have also tried with thermal paste, but depending on the viscosity it might take some force to be applied, and it won't reach the edges of the heatsink base even if it completely flat in a reasonable time (<30 secs).

Then I do the same for the CPU. I've done it twice, but didn't get more than 10ºC. In fact, I think I got about 5º, even though my TRUE was very far from being a perfect surface.

Almost forgot it: I've read that some companies disencourage lapping because their heatsinks were designed to be concave (or was it convex?). Apparently nickel or other materials move the heat away from the centre of the base to the edges. Sounds like bias, but I'm no expert to contest that.
