Thats not CD projekt doing the Securom. Its Atari, its part of their publishing agreement. Atari wouldnt do it without some sort od DRM, so they did the least invasive, which is a simple release date check. no rootkit, no online activation.
cd projekt is delivering its drm free version from its own website. They are not big enough to publish their own game in stores, so in order to get the game on the shelves and in online stores, they had to get a publisher with the connections. Hence Atari handling the distrubution.

I should get my copy delivered tomorrow but I don't have an internet connection on the pc I'll be playing TW2, temporarily until the end of the week so I'm not expecting to be able to play it just yet. Fingers crossed now its just a release date check like you say & not an online activation which I was so sure of and still expect as I've read about it almost everywhere.
