Strange Artefacts on Idle

Hello OCN.

I've built a computer for a friend of mine and he recently contacted me about some strange artefact while he's on his desktop.
When he play games, it does without a hitch, but when he goes back to his desktop, artfacts.

The card is an HD 6870 Asus Direct Cu II.
Everything is new in it's computer,
AMD Phenom 2 x4 955
Asus M4Idontknowtherestwhysucha****tynameanyways
4gb of ddr3
Thermalright SR2 650 watts


The artefacts looks like little white dots every 4 pixels or so on background images, but let's say you are on OCN, then all the text would get grinded and screwed so it can barely be read, while the blue background would be snowy.
That's the best I can describe sorry xD

I bet it comes when the IDLE clock kicks in.
Is there a way to bypass those clock ? I see they go down to 300/300.
The card is suposed to run at 913 mhz at full throttle, even at 900 it doesn't help at all.

Is there something I could try (I will try to reseat and reinstall catalyst 11.4(tried 11.2-11.3)) ? Any software to help me get those clock to always be at 913 mhz ?

In GTA or Dx11 Benchmark everything is ok ! What's going on !

Usually artifacts are caused from instability from the GPU, but they should be present during games as well so this is a very odd case....

I doubt that it is the CPU since that would not cause artifacts. The computer would simply not work without a stable CPU.

The motherboard may have a problem on the PCIe connection, but that should also be present at all times, not just during windows....

Try having him check the temps of the GPU and CPU to see if the coolers were not installed correctly.

If that is not the problem then he may have to RMA the mobo or the GPU, or both for that matter.

The GPU runs at 60 degree in furmark ...
I'm heading to his house tonight, I will try to reseat the card.
I will try it at home(the card) if it doesn't work to make sure it's not the mobo.
