well then mount it face up. doesn't sound like a hard decision to me. If you get that case you have no other option.
I would get a nicer case though.

the haf 912 comes with dust filter so i think it's ok!

yeah that's my problem:

get antec 100 -> face up -> does it affect psu since intake warm air?

if yes -> will get haf 912 instead and face down.

It will make no difference. Their is enough space on the 100 for you to mount the fan down and still have plenty of airflow to keep the psu cool.
As said above, even if you mounted it up, still no problem, your getting cooler air from the bottom of the case, whereas most cases the PSU is at the top of the case sucking in all the hot air from all components.
Just get the case you like the looks of better, don't base it on the PSU mounting.

i'm fine with either case's looks... just want a cheap case for budget build

because i read on other forums some people say:
1. psu face down on antec 100 is not good because the space at bottom for air is so tiny
2. psu face up may cause some random problems like dropping a screw in it ..... :S

I've just bought a HAF 932 and had the same dilema. At first I mounted PSU face up but I didn't like the way the fan faced my gpu fan ( 2-3 cm apart), not sure if thats harmful or not, so I replaced it face down. It blew up.
I assume it had nothing to do with which way up the psu was though. Cheap psu Alpine 650watt (£17.99 - I know, I should be shot) overclocked 6850 (840mhz) and oc 1100t cpu (3.6) - and I was playing MOH maxed out.

Can a more experianced builder just reassure me though - it wasn't cos I placed the psu fan down was it?

(I've already saught to rectify my cheapskate sin and ordered a hx850 - should I mount it fan down?)

If you're scared about dropping screws into the fan just put a piece of paper over the fan grill.

I have seen some people complain about the horrible ventilation in the PSU rack of the HAF 932 and mounting it fan down. I see no problem with the fan down, and my HX750 is facing down.
