yeah but i tried opening EVGA precision and it said i was clocked at 0 and my usage was 297584 XDDDDD FAIL

When you updated your drivers to 270 did you clean the old ones in safe mode with driver sweeper?

Eugh... where to begin...

I can tell you one thing that the CPU is being bottlenecked by the motherboard, I can damn near guarantee it. My Q9450 @3.2 Ghz and memory at 4-4-4-15 gets 35 Gflops on the intel burn test. Typically it can get up to 50 Gflops at 3.6 on an Intel chipset, so your performance can and will drop off because of that. Yes, it IS an SLI board but adding a 2nd card won't add much to your gaming performance. I've had the same issues with SLI in BFBC2 and Black Ops (BLOPS actually has poor SLI performance due to the way it was written, but you get the idea) and just started running the games with SLI disabled. Only reason I keep the second card in at this point is to fold really...

My advice, either sell the board and get an Intel chipset (p45/X38/X48) that can be hacked for SLI, or just sell the CPU, RAM and board and upgrade to something that supports SLI natively (P55/P67/X58). You'll save yourself quite a few headaches.

I would create an SLi profile in the nVidia Control Panel. If you see no difference, then try reinstalling the drivers.

I'm kinda leaning toward the psu though, that seems like it's the bare minimum. BTW, who is the 'they' of which you speak?

Yeah, sounds like a CPU bottleneck.
Also, what resolution you play at? lower resolutions are more CPU dependant.
