1. If i were to push it to 4ghz, will the idle state still be at 800mhz? (4x) If it's 100% at 4gHz, then my electrical bill is gonna burn...
depends on your BIOS settings. Disabled Cool 'n Quiet ?

2. Have a 480w PSU, running only CPU + MOBO + 1 RAM (4gb) + 1 HDD + 1 graphic 5770. Sufficient?
considering only the wattage, then 480W is plenty. The quality of the PSU is what matters. your doesn't seem good.

3. Ram is normal kingston ram and not high end OC type from COSAIR, can i still OC?
Yes.

However, I agree with the others.

PSU on the other hand, well 480W is good enough if that would be some good brand with high efficiency lets say 80% i hardly doubt that yourse can manage 75% so it can be a problem.

Keep in mind that overclocking CPU (higher Vcore) increase W need dramatically.
The brand andyson isn't good? :/

It's more that we don't know it so we are not sure how reliable it will be.

Most Antec, Corsair, XFX, Seasonic etc. PSU's will do.
I recommend this Antec EarthWatts Green EA-430D though. Very cheap and very decent/reliable. I even belive the 380W version would be sufficient.

I'm running a biostar a880g+ with a 955be. It passed intelburn and I'm about to test prime95 in a bit. I was trying for 4.2 but I can't get it to make it through intel burn.
